Ma Fei (马飞), known online as "Qingtian" (晴天, "Sunny Day"), has been apprehended in Zhanhe District, Pingdingshan City, Henan Province, China, after a years-long manhunt led by Chinese volunteers and local residents who had been terrorized by his activities.

Ma Fei was a depraved Telegram core torturer who took great pleasure in brutally torturing kittens through a variety of horrific methods such as piercing their eyes with screws, skinning their faces, suffocating them in bottles, burning them alive, etc. He is currently in detention and could be charged with political and financial crimes.

A 16GB USB drive recovered from the suspect contains footage documenting the abuse of over 1,500 cats across a four-year period from 2022 to 2026. Local residents had noticed eight to ten incidents of cat mutilation in surrounding neighborhoods between February and April 2026 before zeroing in on Ma Fei as the primary suspect.

On the night of April 18, 2026, volunteers observed Ma Fei increase his television volume late at night before leaving his apartment on an electric scooter around midnight. He was observed discarding a white plastic bag containing a mutilated cat into a trash bin before quickly fleeing. The volunteers continued nightly surveillance operations, and on April 22, 2026, they physically turned Ma Fei over to the Jiulishan Police Station of the Zhanhe District Public Security Bureau.

Ma Fei operated as a core member of an offshore Telegram abuse network with several hundred members. The group accepted cryptocurrency payments from financiers who would commission specific methods of killing. The network organized events described as "cat exhibitions" and "kill contests." A neighbor who had been caring for local strays had entrusted multiple cats to Ma Fei over the years after he offered to help find them homes online. She later recognized at least three of those cats in his torture footage.

Police have filed the case under disturbing public order, resulting in an initial administrative detention of 10 days. Legal analysts have noted that additional charges including distribution of violent content and illegal profiteering are being explored, with potential sentences of up to seven years if the abuse of privately owned pets can be established.
